[OpenMP] Remove help and documentation for old flag

Summary:
The `-fopenmp-target-new-runtime` flag has not been used for awhile. It
was present in a previous release so we shouldn't remove it for
backwards compatibility, but we shouldn't have documentation or a help
message for it.
