build: Generate config.scm at configure time. 

* src/cuirass/config.scm.in: New file.
* configure.ac (AC_CONFIG_FILES): Add 'src/cuirass/config.scm'.
* Makefile.am (nodist_pkgmodule_DATA, CLEANFILES, DISTCLEANFILES):
Update.
* .gitignore: Likewise.
