remote: Set the locale only in the publish thread.

* src/cuirass/remote-server.scm (remote-server): Move the locale setup to the
publish thread.
* src/cuirass/remote-worker.scm (remote-worker): Ditto.
* src/cuirass/remote.scm (publish-server): Set the locale.
